Preference utilization in the global economy

This paper analyses the determinants of preference utilization using a novel WTO dataset that allows us to measure underutilization preferences across several importers, exporters and products over time. Building on previous literature, we confirm is increasing with size exports, margin geographical linguistic proximity. We find rates tend be higher for reciprocal compared non-reciprocal preferences, incentive use increases share competitors’ exports eligible preferential treatment.
